Gallup poll shows that 83 percent disapprove of the way Congress is handling its job - a stunning number considering that most incumbents will be reelected this November. It also leaves you wondering how any significant legislation will get through later this year. As you can see from the chart, the highest congressional job approval in Gallup's history was 84 percent in October 2001, a month after the Sept. 11 terrorist attacks. Seems long ago.
