April, of course, is a very big month for collecting income taxes - and it's especially big for a deficit-ravaged California. Last year, personal income taxes accounted for 54 percent of all general fund revenues. Of that amount, 14.1 percent arrived in April. Through the first 19 days of the month, it's not looking great, according to the state controller's tally. To date, $5.28 billion has been received; the governor's budget estimate is looking for $9.13 billion. The year-to-date numbers are better - $38.9 billion in personal income taxes have been collected, up from $37.9 billion for the same period a year earlier.
