ABC's high-rated drama was filmed in Rhode Island last season, but that state's tax giveaway was looking a little shaky and California came up with its own $7 million offer. So the 200-person production is coming to L.A. Up to now, the state's film tax credit program has mostly benefited lower-budget films - kind of ironic considering that a big impetus for the tax credit legislation had been ABC's decision to move "Ugly Betty" from L.A. to NY.
