A procedural vote got through this afternoon, 214-to-201, and final passage could come later tonight. Meanwhile, Senate Democrats gave up their efforts to pass a $1.2-trillion spending measure that would fund the government through Sept. 30. Instead, they'll settle for a stop-gap measure that'll dump it in the laps of the new Congress. (NYT)
