They'll run an average of 14 percent for individual policies, down sharply from the initial 25 percent. That proposal drew sharp criticism from President Obama on down. But Woodland Hills-based Anthem pulled back only after an independent actuary discovered errors in the filing. The new rates - with increases as high as 20 percent - take into effect Oct. 1.
