Ruckus at Council meeting

Some minor scuffles broke out after the City Council sent back to committee a proposed ordinance that would have prevented owners of large apartment buildings from raising rents by 3 percent on July 1. The cops had to physically restrain some people in the audience. The council chamber was packed with supporters on both sides, and it apparently took several hours before the proposed moratorium came up.
