The City Controller was on Bloomberg News this morning, talking about the budget crisis and what went wrong. Her comments were made before Mayor Villaraigosa announced that he wanted to shut down most city agencies two days a week. She took a stab at addressing the reason that the DWP is suddenly in its own budget crisis, but I still don't get it. I suspect I'm not alone.
