The state had the fifth-highest rates in the country, with an average annual premium of $1,74.41, according to a survey by insure.com. Louisiana had the highest ($2,510.87) and Maine the lowest ($902.85). The results are from average auto insurance rates for more than 2,400 vehicles (based on 10 ZIP codes per state and rates from six large carriers). There are several reasons why rates can be so high: large numbers of uninsured motorists, lots of settlements, and the high cost of repair are a few. As for California, insurers are supposed to focus on three primary factors in setting rates: driving record, miles driven, and driving experience. But they also can consider secondary factors, such as the driver's zip code - and apparently that happens a lot. Here's the top 10:
