City Administrative Officer Miguel Santana returned to work today almost three weeks after being arrested on suspicion of drunk driving. Santana entered an alcohol rehab program as the city dealt with a fiscal impasse between the council and the DWP that turned out to be more about politics than finances. But the finances remain pretty bleak. (LAT)
