Not really, but at least December revenues were 5.7 percent above the state budget estimates. Year-to-date revenues remain below the amended 2009-10 budget's estimates by $353 million, and state payments went out faster than expected near the end of 2009. In other words, things are still rotten. We'll know a little more about the budget outlook when Gov. Arnold Schwarzenegger releases new cash flow estimates tomorrow as part of his budget proposal.
