Smoking ban advances

The L.A. City Council is nearing a vote that would ban smoking in the outdoor sections of restaurants - specifically, within 10 feet of restaurant patios, gardens and decks. A council committee signed off on the measure and it could reach the full council by the end of the year. But there would be a one-year grace period to allow restaurant owners to become informed about the law.One year? Is it unreasonable to expect stuff like this to move through the bureaucratic tangle a little quicker? (LAT)
