This is the measure that would have imposed a $30 fee on cargo containers moving through the ports of L.A. and Long Beach to pay for clean air programs. State Sen. Alan Lowenthal has been trying to pass some version of this fee plan for a loooong time, without success. Gov. Arnold Schwarzenegger said the bill cost too much and did not provide money to the Central Valley. Just to note: Alaska Gov. Sarah Palin had urged Schwarzenegger to oppose the legislation, complaining that it would raise the costs of goods shipped to her state. (LABJ)
