Gov. Arnold Schwarzenegger made the announcement at a joint press conference with New York Mayor Michael Bloomberg after the two toured a fuel cell facility in the Silicon Valley. "We don't wait for the federal government to take the leadership on this. We are taking the leadership, but you can't do it alone," said Schwarzenegger. The legislation would reduce greenhouse gas emissions to 1990 levels by 2020 and is considered to the toughest greenhouse gas requirement in the country.
