Forget all that stuff about a 99 Cents Only store opening on Rodeo Drive. Just a gimmick to get the media talking. But the 99 Cent Chef, he's real. Chef Billy Vasquez is scheduled to be on the Hallmark Channel's "Home & Family" morning show this morning at 10 a.m., whipping up a Pasta alla Carbonara.
