The District Attorney's office has declined to file charges against Allan Munnecke, the former Tournament of Roses official hauled out of bed the other day and arrested in the 2004 death of a Rose Parade volunteer. Munnecke had been scheduled for arraignment this morning. Instead, he will be released.
