City Councilman Richard Alarcon has been a state Senator, an assemblyman and a councilman — twice — and currently is facing 18 criminal counts over allegedly not living at the address where he registered to vote. (Alarcon pleaded not guilty and says it's all a mistake...by the DA.) That doesn't deter him from holding a Sacramento fundraiser next month to raise money to run for the Assembly again in 2012.
