Hector Villagra, legal director of the Americal Civil Liberties Union of Southern California, will succeed Ramona Ripston as head of the organization. He is 42 and will become the group's first Latino executive director on Feb. 15. Ripston has run the local ACLU for 38 years and said earlier this year that she would retire.
