Council moves to cap pot dispensaries

The Times says the Los Angeles City Council opted to allow only 70 medical marijuana outlets, the LA Weekly says it's 137. In any case, there already are ten times that many actually operating in the city, officials say. The ordinance will come up for a vote sometime in the future.
