Paying two DWP chiefs

The Department of Water and Power commission made official the hiring of S. David Freeman as temporary general manager at $325,000 a year, while facing more political heat over paying David Nahai the $82,000 remaining on his salary for this year to be available to consult. Nahai resigned last week, and City Council member Dennis Zine said Nahai could be retained by the hour if his expertise is needed between now and December 31. Rick Orlov says at this point it's not clear if Nahai's new deal has been signed.
