Withering under an assault by high-powered lobbyists, the City Council decided Friday not to award a new contract to run the golf carts at city courses. Instead, the current contractor — represented by Harvey Englander — will hang on month to month while the council ponders its next move. Jerold Neuman, representing the firm trying to get the contract, said he was disappointed but would keep trying. Councilman Dennis Zine told the Times he had "never been lobbied so hard on an issue in eight years."
