Marlene Canter, the former school board president who clashed with Mayor Villaraigosa over his school reform plans, has been appointed to the city ethics commission by City Council president Eric Garcetti. With the earlier confirmation of Valerie Vanaman, the ethics panel will have a full complement of five for the first time in a while. Canter's nomination was filed with the Council Aug. 12. Also, Mayor Villaaigosa has appointed Yolanda Orozco to the citywide Board of Planning Commissioners for the term ending June 30, 2014, replacing Cindy Montanez.
