Elephant exhibit will be finished

The City Council voted 11-4 to go ahead with plans to build the elephant enclosure at the Los Angeles Zoo, despite the presence of some low-grade celebrities arguing against it. And yes, the Pachyderm Forest controversy has gotten more media attention over the past few months than the March 3 city election will.
