New city commissioners

Yesterday it was Mayor Antonio Villaraigosa giving a coveted spot on the full-time, paid Board of Public Works to labor attorney Julie Gutman. Today it's a bunch of commission appointments. Releases after the jump.

MAYOR VILLARAIGOSA APPOINTS JULIE GUTMAN TO BOARD OF PUBLIC WORKS COMMISSIONERS

LOS ANGELES * Mayor Villaraigosa today announced the appointment of
Julie Gutman to the City*s Board of Public Works Commissioners.

*Julie Gutman brings a breadth of professional experience in
labor-management issues, economic development and community
redevelopment,* Mayor Villaraigosa said. *Her skills and expertise
will be a great asset to the Board of Public Works Commissioners.*

Gutman brings more than 15 years of experience as an attorney. She
currently serves as a senior trial attorney for the National Labor
Relations Board, Region 21, in Los Angeles. She previously worked as a
community economic development director and supervising attorney at the
East Palo Alto Community Law Project in East Palo Alto. Gutman also
served as an associate attorney at Leonard, Carder, Nathan, Zuckerman,
Ross, Chin, & Remar in San Francisco.

The Board of Public Works Commissioners oversees the five city bureaus
responsible for design, construction, renovation and operation of public
projects, including graffiti removal, wastewater treatment facilities,
libraries, bridges and maintenance of streets, sidewalks, sewers,
streetlights and street trees.

Gutman*s appointment is subject to confirmation by the City Council.

JULIE B. GUTMAN * BIOGRAPHY

Since 1996, Julie Gutman has been a senior trial attorney for the
National Labor Relations Board in Los Angeles. She investigates,
analyzes, and recommends fair disposition of unfair labor practice
charges and has won 100% of her litigation cases, including injunctions
against the mass discharge of manufacturing workers. Gutman has been
selected as a model National Labor Relations Board Attorney to conduct
training to attorneys nationwide and has won annual *Outstanding
Performance* awards.

Prior to her work for the National Labor Relations Board, Gutman worked
as the community economic development director and supervising attorney
at the East Palo Alto Community Law Project, a community-based law
office serving low-income, multi-cultural communities. While there, she
was appointed to the city*s Economic Development Task Force to analyze
redevelopment projects and engage in master planning to leverage local,
state and federal resources for housing and economic development.

In addition, Gutman has also served as an adjunct faculty member at
Stanford Law School, clerked for U.S. District Court Judge Stanley
Weigel, and has been awarded an American Bar Association Fellowship.

Gutman graduated Magna Cum Laude with Bachelor*s degrees in History
and Law & Society from Brown University. She received her J.D. from
Stanford Law School.

MAYOR VILLARAIGOSA APPOINTS NEW COMMISSIONERS

LOS ANGELES - Mayor Antonio Villaraigosa announced the appointment of
six new commissioners to fill vacancies on the Cultural Heritage
Commission, Industrial Development Authority, Board of Education
Compensation Committee, Rent Adjustment Commission, Los Angeles City
Employees* Retirement Board and the Commission for Children, Youth and
Their Families.

Mia M. Lehrer - Cultural Heritage Commission

Mia M. Lehrer, founding principal of the design firm Mia Lehrer +
Associates was appointed to the Cultural Heritage Commission. Lehrer,
born in San Salvador, El Salvador, received her B.A. from Tufts
University and Masters of Landscape Architecture from the Graduate
School of Design at Harvard University. Lehrer, recognized
internationally for her progressive landscape designs and as an advocate
for sustainable and people-friendly public spaces, has worked on a range
of projects, from the large-scale World Bank Coastal Zone in El Salvador
to intimate gardens for residential clients. Lehrer, currently serving
on the TreePeople Board of Directors, LAUSD Sustainable Practices
Guidelines Committee and the Harvard University Alumni Council, is a
noted lecturer and award winner for the Barnsdall Park Master Plan in
1996, Silver Lake Reservoir Master Plan in 2001 and the James M. Wood
Community Center in 2003.

James E. Zaferis - Industrial Development Agency

James Zaferis, President of United Melon Distributors and Chief
Financial Officer of Pegasus Foods, was appointed to the Industrial
Development Agency. Zaferis, a licensed general contractor and a
graduate of Fairfax High School and the University of Southern
California (B.S. in Business Administration), has created more than 200
jobs for Angelenos with his Los Angeles-based businesses.

Victor Narro - Board of Education Compensation Committee

Victor Narro, Project Director for the UCLA Labor Center and lecturer
for the Chicano/a Studies Department, was appointed to the Board of
Education Compensation Committee. Narro was formerly the Co-Executive
Director of Sweatshop Watch and has served as the Workers* Rights
Project Director for the Coalition for Humane Immigrant Rights of Los
Angeles (CHIRLA), where he grew an organizing project into the National
Day Laborer Organizing Network that today includes 40 community based
worker centers from around the country. Narro, born in Peru and raised
in Brooklyn, earned his J.D. from T.C. Williams School of Law and has
worked in the Los Angeles Regional Office of the Mexican American Legal
Defense and Educational Fund (MALDEF) and is a guest lecturer at the
UCLA School of Law.

Sharon Delugach - Rent Adjustment Commission

Sharon Delugach, Staff Director of the UCLA Labor Center, was appointed
to serve on the Rent Adjustment Commission. Delugach brings more than 20
years of experience in public service and community organizing to her
new position, previously working as Legislative Director for United
Firefighters of Los Angeles, District Director for State Assemblymember
Jackie Goldberg and Chief of Staff for City Councilmember Jackie
Goldberg.

Steven Uranga - Los Angeles City Employees* Retirement Board

Steven Uranga, formerly a senior analyst with the Department of
Recreation and Parks, was appointed to the LACER Board. Uranga
previously served as a senior analyst for the Community Development
Department, Youth and Employment Services Division. Uranga, a graduate
of Cal State Los Angeles, has managed social service grant programs,
including Federal Employment and Training programs designed to serve the
economically disadvantaged, and over $160 million in capital improvement
program grants for Recreation and Parks, such as Propositions A and K,
FEMA Disaster Grant Recovery Program and the Community Development Block
Grant program.

Michelle Segura - Commission for Children, Youth and Their Families

Michelle Segura, an 18-year-old graduate from Immaculate Heart High
School was appointed to the Youth Council position on the Commission for
Children, Youth and Their Families. Segura will attend the University of
Southern California in the fall. Currently, she serves as Vice
President and interim President of the City of Los Angeles Youth
Council, to which she was appointed by First District Councilmember Ed
Reyes.

All commission appointments are subject to City Council approval.
