Mark Kroeker, who used to be a senior guy at the LAPD and was a contender for chief, said today on the Public Radio International program The World that Haiti's gang and drug problem reminds him of Los Angeles in the 1970s and 80s. Kroeker is now an adviser to the United Nations peacekeeping arm and helped develop Haiti's national police. The audio lasts 5:50 if you are into it.
