Commission rules Brown a bad shooting *

On a 4-1 vote the Police Commission declared that the shooting death of 13-year-old Devin Brown by officer Steven Garcia was out of policy—but the officer's tactics were within policy, KFWB reports. LAPD chief Bill Bratton had concluded that the shooting was justified. Bratton now will decide what sort of departmental discipline Garcia should receive. The commission met in closed session for three hours before taking the vote.

* Mayor's response: (3:10 pm) Villaraigosa will meet the media at 4:15 pm at Getty House, where he is preparing to deliver this evening's Spanish-language reply to the State of the Union. (Added at 6:15: Villaraigosa says, in part, "I recognize there are strong feelings about this case. I have a great deal of confidence in the people of our City. And while some may disagree with the outcome, they should do so with the understanding that a full and complete investigation and consideration of the facts has taken place.")
