When he was a rookie on the Palos Verdes Estates police force 23 years ago, Dan Dreiling arrested a home burglar named Charles Vaca. Dreiling is now the chief, but he went out on a house break-in call the other day — "between meetings," he joked — and sure enough, nabbed Vaca again. "This guy looks better than I do," the chief quipped.
