'4th Floor' buzz *

Rick Orlov writes prominently about the City Hall insider blog in today's Daily News. The 4th Floor has yet to disclose much in the way of inside dish, focusing more on what's in the papers and on other blogs, with some City Hall staffer perspective. But its presence is definitely getting noticed. Jim Hahn's spokeswoman, Shannon Murphy, claims the mayor hasn't read it, but hears about it from aides. The story sheds no light on the anonymous blogger's identity, a big part of the buzz.

"I have my suspicions," said Councilman Eric Garcetti, among the most technologically savvy of council members, as he ticked off the names of a number of council aides who have shown interest in the cyberworld and related issues.

"But I can't say for sure," Garcetti added. "It is great fun to have a safe place to gossip."

The mystery blogger has told me in email that his or her boss knows the secret. Of course, "boss" can have varying meanings in City Hall. * Add: BoifromTroy thinks she's a she based on her reporting of bathroom conversations, and he urges the mayor's office and council to start their own blogs. BTW, there's been nothing new posted to 4th Floor since Thursday.

In other news: The Times' Patrick McGreevy reports on ex-councilman Hal Bernson registering as a lobbyist for the builders of Porter Ranch, the mega-development in the Valley he championed while in office. And the L.A. Business Journal has stories on the pursuit of funds in the mayor's race and Bernard Parks' campaign.
