The city council only meets three times a week, always scheduled to start at 10 a.m. Tuesday's meeting didn't begin until around 11 when a quorum of members finally rolled in. The 4th Floor blog observed the members who were on time, and the gathered public parked on hard pews in the chambers, waiting for the wheels of government to squeak and turn.
