Doing a great job

Let's see, in recent months the city Department of Water and Power has been in the news for lax management of the $20 million it has paid Fleishman-Hillard for ordinary PR work, for trying to squeak through an 18% rate hike, and assorted smaller mishaps to its image. The acting director was even replaced by the mayor. The city council's response to all this sterling management? Politically connected lawyer Dominick Rubalcava was confirmed yesterday on a 10-0 vote to remain as president of the DWP commission, the Daily News reports. Forget it, Jake. It's L.A.
