Joel Kotkin, the L.A. author and urban analyst busy writing a book on the history of cities, rates the best (and worst) places for doing business in this month's Inc. magazine. Los Angeles doesn't appear on either list, but the Riverside-San Bernardino area pops up at number two on the good side. Number one overall is Atlanta. Atop the bad list is San Jose, "a tale of hubris, bad timing, high costs, and overconcentration in high tech."
